Versions of Windows prior to Vista (Windows 7) utilized a text-based boot.ini file to define the boot-up order for systems with more than one operating system installed. In Windows Vista, the Boot Manager program has replaced the boot.ini file. The Boot Manager (bcdedit.exe) is difficult to edit; however, a utility named VistaBootPRO is available to edit the operating system boot order and make other changes to the Boot Manager utility.
