Many games, such as The Sims and Civilization 4, use DDS files to create the textures you see in landscapes. Although there are plug-ins you can download to allow you to resize DDS files, they are typically program-specific and may only work with one image editing program. The easiest way to resize DDS files is by converting them to JPG format, resizing them with any available image editor and converting them back to DDS.
